Tropico 6 Mission: the referendum
2025年6月19日這個mission是最難的missions之一。玩家要快速衝滿意度，不能慢慢來。遊戲有20年時間让你将平均满意度从39提升到70。另外，8個factions中的4個要達到70滿意度(approval)。只要有錢，Faction approval很容易達成。
第10年，即1992年，会进行一次选举。1992年的平均满意度应达到55。2002年游戏快结束时，平均满意度就可以达到70。
另外每次选举都允许你修改宪法。1982年宪法和政府，应冲经济为主。在1992年选举后，把宪法设置成提高满意度的法案。
玩其他missions时，建造可以由贸易驱动，即如果car的价格高，我就造car factory，如果没有input，同时制造input。
But in the mission of the referendum，至少前10年，建造不可以由贸易驱动。比如pharmacutical价格高，但我还没有oil wells，我不应该签订pharmacutical的贸易条约，同时建造oil wells and pharmacutical factory。这种方法回本太慢，而本mission非常注重回本速度与跟大国的关系。
我們來看以下有哪些建築可以提供70滿意度。
Housing Quality

在基本條件下，housing quality of poor people達不到70。The work mode Armed caretaker of tenement adds 10; the upgrade Electrification adds +25%. They total 63.
如果採用其他建築組合，Fast food joint with free delivery +5; Fire station with cat-in-tree +5; Fashion Company with Factory Outlet +5%。但是這樣做太麻煩了。
注意mission的要求是happiness，而不是happiness in voting，所以憲法Wealthy Citizens Vote沒有用。
所以關於housing quality，最簡單的辦法是the edict free housing，你只造modern apartment。
該造tenement嗎？
房屋可以收租金。tenement的租金固定为8元，不随budget调整。如果为normal budget且人注满，则租金收入为8*16=128。维护费为52，所以盈利为$76/month。
tenement的建造费为3500，所以3500/76=46 months回本。如果开启urban development，则住房建造费减半，于是2年回本。
另外，游戏一开始所有房屋的budget都应该设为最低。

利用urban development，直接造新的modern apartment。

Note, if the edict Mandatory Siesta is enabled, service quality is reduced to 68. Then your only option is cathedral.

With constitutional law Paid Healthcare, the service quality of clinics reach 71.
Purchase upgrade Anesthetization of clinics, which adds service quality by 10, reaching 71.
沒事不用造hospital。

雖然Rollercoaster用電比Movie Theater多一點，但是只造Rollercoaster。
Radio station has an upgrade Music all day that provides +5 fun quality.
Food quality

The edict Food for the People increases food quality by 15%, so the target quality plummets to 61。
When there are 9 kinds of goods，the food quality of Grocery at normal budget becomes 61.
At maximum budget, the food quality of Fast Food Joint is 56. But the upgrade oil cleaning system adds 5 on top of it, boosting it to 61.
所以Grocery是最划算的。But this building needs to be used with caution that if a trade route sells a kind of goods, the goods still have priority to be delivered to Grocery. 所以当你卖原材料时，你要禁用所有的groceries.
這些建築都是高等級的，或者需要高級的work mode。這意味著本mission要衝的是金錢和科技——選用最賺錢最經濟的建築，當金幣超過200,000替換一些建築為高滿意度建築。
Liberty
The base value of global liberty (the liberty of the map) is 50.
Accordingly, the Separation of Powers section of constitution needs to be True Separation for its +5 modifier. The Personal Rights section needs to be Privacy rights for its +5 modifier. The Marriage Rights needs to be Open marriage for its +5 modifier.

The Labor Policy section of the constitution needs to be Early Retirement.
Enable edict Madatory Siesta (+15%)
As a result, the target quality plummets to 61.

贸易
在正常难度，第一项贸易是cloth, apparel, coal。在困难难度，第一项贸易必须是cloth, coal。如果没有这些贸易选项，应该重开游戏。
游戏一开始的cloth很多，但cloth factory依赖的cotton plantation是不持久的。在一开始或第一项cloth贸易结束后，停用一个cloth factory。
Go to the Goods & Prices tab of the trade screen, disable all automatic exports. Goods that are specified by trade deals are always exported regardless.
减少支出
所有房屋的budget都设为最低。
停用所有左島建築，因為coal產量過多。
停用watch towers and security checkpoints，因为它们降低自由度。
降低码头效率到Budget 1, set work mode to Sniffer Dogs。降低总统府效率。
Move construction offices near port. Each island has one and only one teamster office, 因為遊戲初始有6 teamster offices，太多了。Reduce budget of teamster offices to 1.
停用监狱
//停用Botanical Garden，因为its service quality can’t reach 70. The same for Arcade.

right to arm，提升自由度。建造警察局，每个岛至少一个。

Build a Prate Cove. （通用开局设置）Prate Cove is important. You choose work mode On a dead man’s chest. Raids are to find resources according to your trade routes.

研究法案：Labor Policy
游戏一开始有一项任务要你造3个shopping malls。shopping malls沒用，建造它們的花費是$25375。獎勵是blueprint for bank $3750 or research global market economy 4000 knowledge points。如果做任務的話，獎勵必須選後者。
先接受此任務，但不要急著做。如果剛好有faction有要求，或剛好可以修改憲法，再做此任務。如果選舉前還沒完成，直接放棄掉好了。
自由度：
Quest Fire staton：可以做，但要等收入为正时。
造high school。Reject because the job quality of high school is less than 61 even with maxium budget.

bank只有在国库资金大于50000时才赚钱。

Faction Approval
不需要頻繁舉行audience。
只要在遊戲的最後一個月，金錢大於300K。就可以達成Faction Approval。
前期的Faction Approval不要低於20就可以。Otherwise this faction will issue an ultimatum.
