How to finish a trade route?

Disable “Allow local consumption” at production sites. This option allows citizens to visit this building to grab food.

Watch out for upstream processors. Take shellfish as an example. It’s harvested at Fishermen’s Wharf, so you disable “Allow local consumption”. What’s more, stores such as groceries “process” shellfish. Teamsters have a priority to transport shellfish to local processors rather than ports. Only if local processors are stuffed, the raw materials are then delivered to ports.
